Help diagnose odd sound coming from the engine

I've got a 2004 Vibe 1.8
270,000 km

I've recently developed an odd engine noise that I can't quite diagnose.

The noise only shows up while driving and only begins with speeds over 20-25km. The best way to describe the noise is a whining sounds, like a vibrating tensioned rope and the faster the car goes the higher pitched the sound. In park I can rev the engine pretty hard but the sound does not appear, also no sound in N while revving.

From what I can determine it's coming from the passenger side of the car.
Any thoughts?

1. Constant Velocity boot has possibly cracked and leaked all its grease. Any grease visible underneath or in the wheel well. Do you get a grinding noise when turning the steering wheel FULLY to the left and to the right, like in a parking lot?
2. one of your tie rods is possibly worn.
