I've always considered that pics were mandatory, if you want the thing to sell that is. I'm not sure how much effort it would be to enforce such a rule, more so given the response of mods/admins.
I've had some questions and requests that have gone unanswered, and it can be frustrating, but when it gets to me, I think about how things could go. Used to be three good forums for these cars. matrixvibe.net was the first to go, then matrixowners.com. Yet genvibe.com is still here. For me, frustration over unanswered requests is dwarfed by gratitude that the site is still up and open.
