Drivers seatbelt latch not working

I have an 03 Vibe GT. Driver seatbelt hardly ever used (yeah I know, dumb of me). Well, I now cannot get the belt to latch and hold. Mechanical probably, but also electronics involved? When I really have to belt up, I've been securing it to the passenger side latch, which does work. This may work mechanically, but not electronically. Any ideas on what usually goes wrong with these latches and who to go to to repair them?
