2003 - AC and Steering issues

A couple weeks ago my power steering seemed to be going out/worked intermittently. It would come and go, slow speeds exacerbated it. I took it in and got told they couldn't replicate the issue after keeping my car for 3 days. They told me they checked the whole power steering system and nothing was wrong, fluids, pump, etc.

Of course it did it on the way home. Having driven in longer with the issue, I'm noticing some weird other stuff going on, namely, if I turn the AC off (fan/blower still going) there's no longer a steering issue (or far less frequent, sharp turns at slow speed, backing out of a parking spot, etc). Then, sometimes, I can turn the AC back on after turning it off and there will be no issue. Other times, I will get a battery notification light and the steering will only work with the AC off, in which case the battery light goes off.

Brand new battery.

Sounds like alternator gremlins again.

or maybe something related to the serpentine belt

I'd take a look at the belt tensioner/serpentine belt.
