rubbing/grinding from front wheel

Hi folks. 2003 Vibe is the car in question.

I have a rubbing/whirring (grinding is a little too harsh of a term) sound coming from a front wheel, only when turning and braking. The frequency is once per tire rotation. I can hear it when coasting through a turn with no brakes applied, so I know it's not just a rotor/pads. It also occurs when breaking in a straight line.

Diagnosis? CV joint? Wheel bearing? Something else?

Rotate the tires and see if the problem goes away or moves to another corner. If it stays the same have the wheel bearings checked. If it moves to another corner you have a problem with that tire.
