Horn Button Adjustment

Hello everyone!
I replaced my steering wheel with a used one from a junk yard. It fits fine, my original air bag slips right in without issue and all is great except the horn contacts do not work. The top left and bottom contacts do not work and I have to really press super hard on the top right one to get the horn to sound. Is there a way to adjust the contacts? I have pulled it and reinstalled the steering wheel with the same results. I cleaned contacts on horn button (air bag) and the steering wheel prior to reinstalling.

Any possible hints? ideas? anything?

Sounds like the ground wire is not connected behind the airbag.

Ground Wire? I don't recall seeing a ground wire. There was a plug and wire connected to the cruise control handle.
Is this wire the ground wire?

The horn does work if I really lean hard on it. I was thinking that maybe I need to build up the contacts (those 3 copper contacts on the steering wheel)?
