The tires are worn down to the wear bars and are ready for the recycling pile.

I was thinking they were pretty worn too. Basically im just buying wheels...$200 since the tires are toast ???

I'd offer to meet them, take a good look at the wheels, then offer them the $200 cash. A lot more likely to take it if they're already there and you've got the cash for their face. I forget, what size tire goes on those rims? Aren't they lighter, too? Ah, where's that thread at...
