Missing screw

while changing my oil i noticed what appeared to be a screw missing from the bottom of my car. does anyone know the name of the part circled in green or a part number for the screw that is in the area of the pink circle?

That is referred to as the cross member. It goes across the engine /transmission. i don't now the bolt's part number.
btw: how are those Firestone winter tires? great grip, I am sure. But are they noisy?
