emergency brake too "loose"

We have a 2005 MT Vibe and there is no doubt that the Ebrake needs to be...tightened ie one needs to pull it way up to do its thing.
What is involved in adjusting it?

Either adjust the handle, or the rear brakes, if the cable isn't broken.

Adjust from the brake end, as it's very easy. No disassembly required. You access the adjuster through a little window on the inside cover of the drum brake, between the wheels. You look through it and you need one screwdriver to hold the little lever that locks the adjuster out of the way, and a second one or a brake spoon to turn the star.
Use the second guide Balto linked. It's on the last page of the guide. I explained it a bit above so that the image might make more sense.
