What are the front tire flaps for?

They look like reverse mud flaps. What are they even for?

They are there for aerodynamic purposes. Something about breaking up air flow before it reaches the tire. Something about the way air flows over a spinning tire really adds to drag at speed, and the deflectors help that.

Hummm
Another item the body shop did not re-install on the wife's car. The list keeps getting longer.

They deflect water, debris etc. away from the front brakes.
