Recirculate door motor Wiring Problem??

I have a Vibe 2007 and have the stripped motor gear, which we all know about.

When you start the car and the fan setting is off you get a reading of +13V to the motor gear (wiring power).
When you turn the fan on you get the same reading of +13V to the motor gear (wiring power).
If you have the fan on and push Re-circulate you get -13V to the motor gear (wiring power).

The actuator motor keeps spinning, I also exchanged the actuator motor part for another new one and it also keeps spinning.
My question is what else is wrong? I am getting power to the re-circulation motor gear all the time is this normal?
What part controls the power to the recirculating motor? How can this be fixed? Cost?
Any ideas would be appreciated.

SoOunds normal to me. The controls put voltage on the recirc motor all the time. Reverse polarity to have it push the door open or push the door closed. It's always pushing though, one way or the other. Not the way I'd design it, and probably why so many of those gears strip, there is always pressure on the teeth.
