Tensioner gone bad, or is the belt just old?

2007 Matrix XR with AC, 68000 miles.The serpentine belt is squeaking and has a decent amount of deflection when pulling it with my fingers. Is the belt just old and stretched out, or is the tensioner bad, or both? If I put a breaker bar on the tensioner and push towaards the firewall the slack in the belt goes away, but the tensioner doesn't stay in that position. This is the first time I've worked on this type of serpentine system so I'm not familiar with it.Any help would be greatly appreciated.
