Clear Coat peeling?

hey, so i saw this a while back, but just looked like it was fading out. now, a bit has chipped off and has water under it from raining today. anyone know the best way to fix it? it's on the lift gate, passenger side, just under the hatch glass.

Eidt: I retract my last,I thought the white puddle was water on the surface of the car, but I now see what you're saying, it looks as though the clear coat is failing. a touch up is not really possible for that spot if its that big.

Repaint is about the only thing you can do to fix that.

yeah, it's normally parked with the hatch to the east with the sunrise in the morning. i sanded it down with some 2000 grit sandpaper, then got some clear coat from the store and sprayed it, waiting to see the result now.
