What the heck is this?

Okay so I already feel dumb for having to ask this, but humor me anyways... What is this? I just bought my Vibe today and found it in the back with a bunch of other stuff (which I could figure out). Any help?

This is the front license plate bracket for the front bumper. Mine unfortunately has one on the front bumper because we are required to have a front plate.
