water accumulating on engine frame

I was wondering about some water leaking from the engine bay.I took a closer look with a flashlight and could spot small pipe ending that seem to let water come out. It almost at the centerI guess its doing its job the problem is that water is accumulating itself a bit on the frame structure and I already see a rusted bolt and wonder why such a stupid design ?Is there a hose missing or should I make one to direct water away directly on the ground ?Small square is tip of the metallic pipeBigger square represent where water can be seen

it is from your air conditioner/defroster. if you wanted to redirect it you can. IMO i see nothing wrong with it.

I put a little plastic right angle in that those on my 2005...in such a way that air going by it while driving will act like a Vacuum. It has not clogged since. I could have added hose to the fitting. But did not
