No cranking for 2-3 seconds - related to recall?

2007 Vibe, 5MT. I am having a problem the last few months where turning the ignition does nothing for 2-3 seconds, no cranking or anything, and then the engine will turn over right away. It's not like cold starting where it is cranking for 2-3 seconds; there is nothing going on while the key is turned. Is this related to the PCM recall issue? It doesn't seem like a battery problem since it turns over right when the starter is engaged. Could it be a starter problem?

The majority of issues associated with no crank on MT Vibes seem to have been related to the clutch to start switch. Any chance that without realizing your are doing it, after 2-3 seconds you press the clutch in a little harder, and then the starter cranks?

Yes, by now I've realized I have to mash the clutch all the way into the floor for it to have a chance to start. Even when I do this right away it takes 2-3 seconds. What is the clutch to start switch, and is it an easy fix?

It's attached to a little mount under the dash. Follow the clutch pedal up. When you push the clutch in far enough it'll hit the switch.
