Folks, before you pass judgment please take this into account. 1. The person is a 59 yr old homeless man2. Who in their right mind leaves their bag that far away (especially not in sight) If you look at the picture closely, the family has another bag on the ground right behind them. Why isn't the rest of their belongings there alsoI do not condone stealing and illegal behaviours, but this is very sad for both parties.

Good point! (let me edit my previous post)However, rooting around in bags that arn't yours in broad daylight when there are people (and cameras) nearby is never a good idea!
