It's a vector, made with the pen tool by hand tracing, usually in something like Adobe Illustrator rather than Photoshop.

Which means it's all ready to go right into the vinyl cutting machine program and get popped out, weeded and overlaid Hmmm, would it be weird to have a sticker of your car...ON your car? You graphic designers kick my (removed). I just play around and grumble with Photoimpact then pass it off to my friends to do the magic with

That's the basic tool for how vectors are made. I'm pretty sure that vector was hand-traced (there aren't really too many good-looking shortcuts for vectors)
