03 vibe(base). awhile back a driver drove about 20 miles with the emergency brake partially engaged. probly boiled the fliud?. front brakes have the old warped rotor feeling nowadays. probly overtorqued when wheels rotated. planning to get a complete brake job soon by trusty shading tree guy. should the fluid be bled out completely?

Some here will tell you to bleed the brakes, flush the whole system as a general maintenance procedure. I tend to not do that, as I am both lazy and cheap. If you're worried about it then go ahead and do it, doesn't cost too much, probably good for it. If not, it would probably be ok unless the brakes feel soft.

Yes, brake fluid absorbs moisture as the years tick by. You've had many years go by. When you repair, I'd bleed out till the fluid runs clear.Dave

Bleed and flush, a quart of fluid is NOT that expensive.. Why not, it's cheap insurance..
