Power Steering Whining

It was -20 F here overnight the last 2 days. My power steering started whining and the dealer told me when they brought it in the shop it quit and the whine was only sporadically. I assume because it warmed up. They told me its likely that the pump was going out. Has anyone ever replaced the power steering pump? Is it easy to get at? Any tricks to it? I will try replacing the serpentine belt first.

Dumb question: did you check the power steering fluid?
