CCV ground state puzzling behaviour

I hope that someone can help me on this one. I recently threw a P0440 code (single code only) on my 2003 Vibe. I replaced the gas cap (common problem) and cleared the code, but it came back in a week and a half. Using the diagnostic procedure from the Matrix manual I checked the charcoal canister for air flow and all three VSVs. The one by the charcoal canister and the one by the air filter work fine, the last one (the CCV) is puzzling. The manual indicates that the valve should be open in its ground state and close when voltage is applied. This is opposite to the operation of the two other VSVs which are closed normally and open with signal. I'm wondering if the manual is messed up on this one, or if my valve is broken? It operates like the other two VSVs (normally closed, and opens with voltage). The only reason I'm questioning the manual is because I would imagine that if the valve was shot, it would not operate at all, instead of in reverse. Please help, as I'm due for emissions testing within two weeks. Thanks.
