Rear window wiper

bought my 2004 vibe 3 months ago. rear window wiper cleans in streaks. do i need to take it to the dealer for replacement? can i do it myself? do i need to replace the entire arm?

Thank you so much. I've ordered 2 refills. looks like a no-hammer job to me. The "pro's" at NAPA suggested I take it to the dealer.THANKS AGAIN!

That size rubber replacement is only available through Toyota/GM dealers. I'm not sure about the GM price, but it seems some items are cheaper to get through Toyota. Very easy to refill as well.
