The top hose is marked "Fuel Rail Injector Feed" The lower hose is marked "Throttle Body Heater Inlet" The part it goes to is marked "Valve, Idle Air Control"There should be a 3rd hose beside the lower one "Throttle Body Heater Outlet"

Should be beside the other lower one. They mount in a V into that block.

The top one feeds fuel from the TB to the Injector rail. The bottom 2 carry coolant to heat the TB so it doesn't ice up. I was kinda surprised to see this, as most cars use an electric heater now. But anyway, that's what they are, and they are all needed for the car to run properly.
