I've had a free Hotmail account since about 1997. A few months ago, Hotmail announced that the free accounts would be upgraded to 250Mb storage (from current 2Mb). My wife and son's and my alias free accounts (rarely used, but active since 1997) have already been upgraded. Mine (used almost daily since 1997) still has not. I thought they might have been going alphabetically, but d-, e-, and m-account names were upgraded. Mine, which begins with k- has not. I think they're going in reverse order of usage, trying to wait us out, so those who use the free account the most will PAY to upgrade, and giving those who will never reach even 2Mb of storage a theoretical 'additional 250Mb' that will NEVER be used!
