I always thought Pricipal Skinner's character was pretty funny. Sideshow Bob is a good one too. And of course, can't forget about Krusty the Klown. Otto the busdriver is another favorite.

my favorite charctor is definately Homer, he's the best, and how random can the crap he does get?Also, as a minor charactor, I love the sea captain. He always works an Arrgh into the show somehow. My favorite "I've got Daaaargh-ma and Greg on the TiVo"
