Assuming both are malfunctions in your car, I'd pick music. A broken radio playing too loud can be silenced by pulling a fuse, an overly loud exhaust takes more money to quiet, can get you pulled over by a cop, and might indicate an unsafe exhaust leak.
If it's the cheap phone I bought to use for work, I think I'd much rather have the credit card.

The rest stop is better. Going slow is annoying, but not getting to the rest stop in time can be painful, and embarrassingly messy
I would rather have the CEL. At least a clue to a problem.
