Fuel Pressure Issue - cuts off with pressure

I have a 2006 vibe with 38K miles. It cut off with no warning. I pulled off air filter housing and sprayed starter fluid in to it and it runs. I disconnected the fuel line right before the fuel rail and gas spurts out fine. So I am assuming the fuel pump is fine. I connected the line back and the car ran for a couple of seconds and cut off again. Each time I took pressure of the line the car would run for a few seconds and cut off again. I THINK what regulates the pressure might be bad. Any thoughts out there? Also, I pulled up back seat to get at pump assembly, removed the access panel, disconnected the connectors and stuff, and there is a white housing I cannot seem to get off. There are no visible screws and I can't twist it. Has anyone gotten this off to pull out assembly?

The literature I have is for 2003/2004, and it shows the assembly held in place by a plate secured with 8 bolts. That's is obviously not the same as what you found.I had a Ford Ranger that the access to the top of the fuel tank looked like the one in your picture, and it unscrewed. There wouldn't be much reason to have all those radial splines along the outside if it wasn't to aid rotating the thing. Looking at the picture, there appear to be four catches on the inner edge of the ring, I can't see where any of them are engaged against some sort of stop, but that would be one thing to look for. The one way aspect of those also supports the rotating nature of the ring. so I think it spins off. You might need to make a tool to get better rotational leverage on the thing. of course, if you take a big thing and twist it and break it because it wasn't meant to be twisted, then I'll feel bad, but completely not liable
