my wife and I were coming back from VA yesterday and she noticed something i've never seen. on a back lit sign, here was "idling law in full effect. 3 minutes maximun" and we were stomped. neither one of us have a slight clue to what that meant. anybody care to share in their wisdom?

Air pollution, maybe?
