2003 Vibe won't start - where is the starter relay?

I don't have any voltage at the main electrical connector at the starter (under the rubber dust boot) when the key is turned, so I'm thinking the problem is the starter relay.

It seems as though the relay is not in the fuse block under the hood or the fuse block under the dash. I do see a relay that is mounted further up, above the clutch pedal (almost on the wheel well) - is that it? If so, how do I remove it?

Is removal as simple as lifting it up? Or are there any retaining devices?

So, I've found the starter relay...next question:

Just how obvious is the click? I have my finger on the relay when I turn the key, and i don't think I feel anything. That being said, I can hear a click from something in the fuse block...is there any other relay that would click when I turn the key?

Update - replaced the relay. Still no start - must be the solenoid.
