Left front fender issue

Hello,

The left fender on my '07 Vibe is coming detached and I was wondering if there are some clips that I can use.

I tried a 3M adhesive but it didn't work; perhaps because the area is too thin for a good hold?

Any other suggestions? Goop or something similar?

If I had access underneath I'd use some self-tapping sheet metal screws to hold the bumper cover to the fender. A fender liner or engine cover may need to be removed for access.

That piece is part of the front bumper cover. There is supposed to be a 10mm bolt holding the corner inside the wheel well.
