a lot of folks have noted the VSV ticking loudly, but its not necessarily an indication of it being bad, more like just the nature of the beast, so a new one might still tick loudly

The hyper flash would be because there's not enough resistance on the circuit, which would indicate either a problem with the bulb or the wiring to the bulb. designed that way so you can tell there's an issue. You say the bulb is good, so I assume you either replaced it with a new one or switched it...

Pretty sure the A pillar trim is the same for an 03-08 toyota matrix, but I wouldn't be confident enough that a Corolla one would be an exact match to spend money. I would bet money no other GM vehicle has the same A pillar trim as a Vibe
