Try Paint.net. It requires the .NET framework to be installed but it's not web based and its free. http://www.getpaint.net

Adobe makes a watered down PS version primarily for photos - Adobe Elements. It's about $100 but still fairly robust.

the auto correct functions are generally crap. you'll be much better off just practicing with the adjustment tools and getting the hang of them to get the lighting effects you want.

the new PS Elements 6.0 SUCKS! I just got rid of mine last week. if you just want very simple editing tools you can try picasa and picnik.com. Picasa is free and so is picnik, but picnik is web based so it can be annoying to not be able to just take a pic and edit it quickly.

my PS Elements 2.0 was great! I also had 3.0 and wasn't as good. I just couldn't find my good trusty copy of 2.0.

Try gimp. Otherwise buy Photoshop if you're serious.
