For the life of me i can't figure out what the olastic black box is that the throttle cabke come out of before going into the throttle body pulley?

My Vios is drive by wire and ny Echo never had this box

Assuming you mean the black box in the upper right, next to the brake fluid reservoir?

Yup that's the one. Just noticed all my spelling errors and crappy explanation. That's what happens when you go from a physical keyboard phone to screen based one...

Cable comes out, goes to throttle control eccentric. My guess . . . . electronic throttle control.

So sort of like a cable/drive by wire hybrid? Never heard of that before. I assumed it was some control but couldn't find anything online regarding it

That's the cruise control actuator, Vibes with cable throttle had this. Later on when they transitioned to drive by wire, the actuator was no longer necessary.
