It usually isn't that slow, just sometimes when the sun is shining or the moon is out or the grass is green...I finally convinced my wife that since I'm working from home doing web development, that we need a faster connection. She hasn't wanted a faster connection because of the $.

Let me guess, the test timed-out while you were waiting? (It did for me, though I'm blazing fast compared to you). But I can't whine...I only pay $10/month for DSL. But I don't game either, though if Half-Life 2: Episode Three is ever released, I'll grab my old desktop out of storage & go back to cable broadband.
