you should be fine with the stock wiring. If for some reason you have one that won't light or every now and again then yes add the relay harness.If you went to the 55watt hids then YES get the extra harness. But I don't recommend using the 55watt kits.

You shouldn't do it @ all w/the OE fog light housing. They are not projectors, nor even have a light diffuser. It is illegal for a good reason. The scattered light created will blind other drivers.Install projectors designed for HIDs if you plan to do this mod. That is the only correct and legal way.

It takes a lot more power for that ballast to ignite the bulb and for it to constantly run than a standard 55x halogen bulb. It's not really and apples to apples comparison.
