I have a 2009 Pontiac Vibe GT 2.4L with 216K on the clock
went to inspection pass for everything but a OBDII communication
error put my machine on it which is a handheld unit and no
communications at all. Check no voltage at port I am get some
signals. so far no blown fuses. the car has been great so far
but this has me scratching my head.
Any thoughts appreciated.

Find the wiring diagram and take it wire by wire... socket terminal #16 supposed to have power, follow it upstream until you find out where the problem is. Confirm all your grounds too while you're there (terminals 4 and 5) https://components101.com/sites/default ... Pinout.png

Pin #16 is +volts and should be a green wire, while pin #4 is ground and should be a white wire with a black stripe. Be very careful measuring the voltage at the plug as shorting the wrong pins together can do major damage to electrical components and be very costly.

I know you said no blown fuse, but I'd try to throw a new fuse into whichever one is for the cig lighter in the dash. OBD typically draws power from that same fuse.
