wheel covers?
Will any aftermarket plastic wheel covers work on the 09 16" wheels, or am I stuck having to repaint my "bolt-on" style wheel covers?

You should be able to find something that works. Downfall is most readily available aftermarket wheel covers (parts store variety) usually don't stay on the wheel too long and like to take a side trip...
