The first gens could have either a 12V accessory power outlet w/ flip-down cover or if the "smoker's package" was specified that was replaced with a cigarette lighter socket and element. And a small ashtray that sat in the cup holder.
The console 12V accessory power outlet was standard in the 2003-2004 model years but was eliminated starting in 2005.

I saw in another thread that you have an 07. If that's so, then you should have a 115V AC outlet and a 12V outlet in the dash by the shifter, and, as ColonelPanic said, your Vibe would not have come with the 12V outlet inside the console between the seats, but its easy enough to add one there.
The 12V outlet by the shifter, whether its a cig lighter or just a 12V outlet gets its power from the 15A CIG fuse. This fuse is in the under dash fuse block, and also provides power to the radio. Those fuses are a pain to replace due to the awkward location of the fuse block
The wiring for the console 12V outlet gets its power from the 15A PPOINT fuse, which is also in the under dash fuse block
You asked if it had enough power, that depends on what you want to plug in to it,.
