2006 vibe vent issues

Good morning all!
I'm having some issues with my vents in my 06 base vibe.
78k on the odometer.
I've had issues in the past with air just not coming out of the vents on ac.
I've pretty much deduced that the previous owner has overcharged the ac and the condenser is icing up. On low speed full cold after a while the vents will stop. I'd I shut the ac off after about 3-5 minutes the air will start blowing again. Then if I turn the ac back on the vent temp will drop into the 25 degree range before quiting blowing again.
So enough with that issue. When I get time I'll have my buddy vacuum down the system and put proper amount of freon in.
This issue is with the vents.
If I have it on defroster and turn it to.vent, I get nothing out of the vents for @5 minutes. It will eventually come out but it takes some time.
Now I'm not talking about the outside air actuator. That is a separate on off switch.
I'm assuming the mix knob is connected with a cable? Ok to where? Why would there be such a delay?
I can't seem to find any information on where this door is located and what proper function is.
I don't want to tear the whole dash apart if I don't have too.
Pull the radio?
Any help would be great.
