Do wipers work (or does the wiper fuse get power) ? wipers, washer, gauge and one of the ECU fuses get power from the ignition relay, which gets that power from the AM1 fuse via the ignition switch

I wouldn't buy a used one. New ones that claim to be equivalent to the toyota part are under $40 on amazon, so if you can't get a free replacement, at least $40 is not bankruptcy

None of the docs I have specify bolt sizes, all I could find is the recommended torque is 9 ft-lbs.

If you can get the snapped off parts out of the tranny, you can take them to a hardware store to match the bolt size/thread. They will be metric

With all those systems not working, it sounds like you may have blown the 100 Amp ALT fuse in the under hood fuse block. I don't know what effect overfilling refrigerant would have. I have limited experience, have only ever used cans that came with a gauge, then filled it until the gauge read high in the green range (highly precise technical terms ;) ) Never had to vacuum out from an opened system.
