If I had access underneath I'd use some self-tapping sheet metal screws to hold the bumper cover to the fender. A fender liner or engine cover may need to be removed for access.

Could be worn mounts, bearings, gears, contaminated gear oil, or shift linkage. None of that has to do with the clutch.

Fifth is overdrive, and you can drive all day in 4th. The cars I grew up driving didn't have overdrive, and most didn't even have 4th.

If you can't get a new fender to examine, look at the drawing. It looks like there are seven fasteners (14 shown for both sides).

Those white plastic trip clips are designed to be broken and have to be replaced once removed.

189K miles on it now, after a winter-long trip to Tucson, AZ. Barely drove it at all in AZ, but it did great on the road trip. It got 40 mpg on the trip home, at 75 mph with good tail winds. It carried two bikes, camping gear and cooler, and a small dog just fine.

I agree with checking the socket for voltage and going from there. Does the high beam work on that side?

If you checked the fuses visually, check again with a continuity tester, or swap them side to side. Check the new bulb as well.

Ditto the above. And try an additive. I once had a Honda CRV with the viscous coupler in the rear diff. It developed a whine. The transmission guy recommended an additive and that solved it for its long remaining life.

Best bet is to put a 12 Volt bench source to the coil and see if the relay works mechanically. Check the contacts both relaxed and energized and be sure they change state.

If your ohmmeter isn't calibrated, don't trust it reading at that level. Also, resistance of copper is temperature dependent.

Check the 40 Amp fusible link labeled HEATER in the instrument panel junction block. It's right above the fuses.

Hopefully it's just a leaking valve cover gasket allowing oil in the spark plug wells. I'd do a compression (or bleed-down test if you have the tools) to be sure.

Have you checked the owners manual for a reset procedure for the VSC system? A quick look on line shows some cars have a procedure. Engine codes will reset with a drive cycle, but I don't know about chassis codes.

It sure sounds like a bad battery. How old is it? How did you check it? A full charge, at rest, will read 12.8 Volts. 12.4 Volts and below is mostly discharged. And is your meter calibrated?

Rather than the steering gear, there's probably damage to the control arms or frame. It sounds like there was enough energy in the crash to damage the larger members. An expert body shop can measure the frame.

I have an old copy of Toyota Techstream with the Mini VCI adapter, and it recognizes the Vibe as a Pontiac Vibe. It reads all chassis codes as well. It's only $20, but it needs a Win7 32 bit machine. Based on that experience, you should probably get a Toyota package.
