its strongly recommended for the life of the engine, to allow it to warm up before trying to get the rpm past 3000. Thats why in the winter I let my car idle a couple mins before driving.

at cruising speed, the engine should have enough power that you shouldn't notice fans or a/c cycling on or not.Sounds like something else is going on.
