Yes. You can lower any Vibe on springs. FYI - 09-10 is Gen 2. 03-04 is Gen 1 05-08 is Gen 1.5. Nearly identical to Gen 1 in every meaningful way. This picture makes it look so much worse, but something has been sprayed on the cluster and it will not come off. If trying to clean it up with PlastX doesn't work, then I'm just going to replace the cover of the cluster with one from a junkyard.

Probably way to late for a response, but no, it wouldn't work. You need a Vibe GT ECU. I think you could get away with an 04 ECU in your 03, but the 03 is the preferred model. I don't believe that even a Matrix ECU would work.
