The dash and gauge cluster on the 09+ Vibe/Matrix have similar design features, even down to the three mounting points. On the newer ones they opted for three bolts instead of the silly clip setup on the 03-08's. Check out the pictures of the cluster in this random ebay listing for reference https:/...

Did the car start showing this issue after it got cold out? If so I suspect the intake manifold gasket has failed. This gasket is a known weak failure point in the early 1ZZ Vibe/Matrix. The newer gasket is a better design.
While you are in there I suggest replacing the TB gasket.

Re: How dangerous is this BURNED a/c blower motor CABLE

This is really bad. Don't use it in that condition. I'm surprised the fuse didn't blow, before causing this damage. This is likely caused by the motor drawing too much current. Replace the blower motor and blower motor connector. Both are available at Rockauto.com or national brand auto part's stores.

There is likely something wrong with one of the winter tires or wheels. One of them is missing a wheel weight, a rim is out of round, or a tire is bad.

I had an aftermarket head unit installed in my car that included Bluetooth. My car doesn't have steering wheel controls. I'm not sure if that's an issue on your car, but that's normally an extra harness they can install.

It's possible fluid you wiped up compromised the paints integrity, and it failed, then little by little all of it flaked off, due to the corrosion underneath. If the caliper is in good working order you might want to remove it, clean it up with a wire wheel, and put a good coat of caliper paint on it.
