Its also a good idea to check and clean both battery terminals. Corrosion build up can cause low current things to work fine but prevent the high current starter from getting enough juice.

My 2003 does not have plastic wheel well liners in the rear. The rear wheel wells are just undercoated body metal. The fronts have plastic liners, but my rear wheel wells do not. I'd bet your 2005 is the same

The fog light relay is in the underhood fuse block. I had some similar intermittent problems recently, but assumed it was related to the recent FBI warning of Russian router malware attack. Probably wasn't, but whoever's hosting genvibe has been very reliable, so I figured the problem was between me and genvibe, and not genvibe itself

The CIG fuse in your 05 is supposed to be 15A. If you blow it, you lose power to that power outlet and the radio, so nothing safety critical.
