sounds pretty typical for a dealer. you can probably get one for around $7k from a private seller. if you're in a position to buy the car outright, i'd start by offering $8k.

time for new tires, looking for something more comfortable than sporty and these caught my eye due to the 600 treadwear rating and good reviews. will never see snow or ice so winter performance isn't a factor.

my first thought is that if i were ready to spend $16k on a car, it wouldn't be a used vibe or matrix honestly. there are plenty of new cars you can get for under $20k. and if you really want a vibe for its all around practicality, go a bit older and spend closer to $10k.

if you do a lot of driving i would recommend an automatic base/awd. the first gen (2003-2008) are essentially the same mechanically AFAIK.
