Can't hear it well. I don't think it's strut mounts or belt slippage, but I'm going to make sure we rule them out like good technicians. If you turn the wheel with the key on, engine off, does the sound remain present? This will help isolate the issue to either the rack/pinion/pump/etc or suspension...

While parked and with the engine running, turn the steering wheel lock to lock, holding it against the lock on each side for a few seconds. This will purge air from the system, which I think may be the issue.

Check for power to the pump at key on. Check for spark. Check for fuel injector firing. Check for unobstructed airflow. Also check for codes every time you attempt to start. Hitting the starter can cause the motor to move past dead windings, allowing it to start. It's a temporary fix, as said, because more and more windings will die.

Spray carb cleaner on everything you touched while the engine is running. If the idle speed changes, you sprayed a vacuum leak.

Check your MAF connector and make sure you're properly seating it fully.

The cartridge has a bolt in the bottom that you can remove without removing the housing. You pull that bolt off, then shove the top part of that plastic thing into the bolt's place, hard, and the oil is ejected from the filter housing through that spout of the bottom. The O ring goes around the bolt...
